Understand basic goals and outcomes of soviet war communism. Discuss why and how the soviet government implmented the new economic policy. Understand how the union of soviet socialist republics was formed. Know how stalin consolidated power after lenin"s death. Wanted to plunge headlong into utopia: instant radical war communism system, started in civil war. Nationalization of banking, transport, foreign trade, large-scale industry. Economic power entirely concentrated in hands of the state, which administered all four of these through its highly centralized bureaucratic system.
