Monroe document us did not have the means to enforce it but now it does so it starts flexing its military power. Us attitudes towards western does not trust them and is paternalistic because they think they can"t take care of themselves. Us starts to intervene often in latin america because they are afraid of what might happen in the western hemisphere (outside intervention from the europeans) Us are afraid political instability will push these european countries to intervene. Latin america could borrow money from europe and when they can"t pay them back they have the right to intervene to forcibly get their money back. Dollar diplomacy is invented by howard taft but wielded by woodrow wilson. Wilson is a big fan of intervening in latin america. The us will exchange dollars for concessions (buy off latin american countries) Offer guaranteed loans in exchange for concessions (military bases) to reforms in economic life/political life.
