Responsibility to protect will need elements from both parts of semester. The 4 transiions from a state of war to stable peace. Authoritarian government to liberal democracy (note bringing democracy into a system too quickly could bring greater grievances for ciizens: fair & free elecions, accountability and efeciveness of public admin. Conlict trap conlict may have started with low economic development but when you reach end of conlict, the ability to extract resources or taxes from the populaion no longer exists. You need to put emphasis on rebuilding economy. Refers to the set of judicial and non-judicial measures that have been implemented by diferent countries in order to redress the legacies of massive human rights abuses. Does not have power to judge all cases, works case by case. Problem with this is that both sides will disagree and have diferent stories.
