It is an international collective security organization its main roles are to maintain international peace, investigate potential threats to international peace and security, peacekeeping missions, and referrals to the icc. It has 5 permanent members who have veto power (china, france, russia, uk, and usa) In any vote there must be a 9 out of fifteen majority, with all of the 5 permanent members in agreement. Veto power can create conflicts of interest (obviously they will not indict themselves, or close allies) so decisions are very dependant on the wills of the permanent members.
