LECTURE 6: Civil Society and Development (Henry Veltmeyer)
- Civil society has got prominence over two decades in connection with successive waves of
democratization, that began in Latin America and Europe and across the developing countries.
- It mainly focused on active participation of people in public policy formulation, and responsibility of
governance. In this sense civil society has seen as an agent of limiting authoritarian government,
empowering poplar movements.
- Also the government limitation in economic affairs and Neoliberal attack in welfare schemes led to
an increased awareness of the potential roles civic organizations in the provision of public good and
services. Either separately or synergicaly with govt. organizations.
Evolution of Civil Society
- Civic driven change countering with technical understanding of development (Naidoo and
Borren)
- Democratization processes in the developing world
- Pluralistic “idea of justice” that challenge the assumed roles of governments, corporations and
individuals
- Provision of goods and services that were traditionally preserve the state
Discourses on Civil Society
- Civil society discourse reflects three different traditions
1. Liberal tradition: civil society as a form of fostering democratic governance
2. Sociological tradition: civil society as a counter-hegemonic bloc of social forces
3. Development tradition: civil society as an agency for empowering and participatory
development
“Civil society” is defined as “an intermediate realm between the state and the family, populated by
organized groups or associations that have some autonomy in relation to the state and are formed
voluntarily by members of society to advance their interests, values, or identities

Adopted this term as a way of incorporation profit-oriented private sector into the
development process
Civil society or NGOs are issue-oriented, in opposition to social movements that are
more concerned with changes in government policy and the class system behind it
Civil society organizations’ growth and strength is in correlation to the weakening of the
welfare state resulting from globalization processes
“Civil society can be defined as the arena, outside the state and market, which is created
by individual and collective action to advance shared interests”. (Naidoo and Borren)

- The emergence, growth and strengthening of civil society is rooted in seven contextual elements
1. Globalization
2. Democratization
