1975~2000: state prison increased from 600 to 1000+ From 2005, total of 1821 state and correctional facilities and 415 private facilities. Federal prison: 44 in 1980 to 180 in 2009. Many of the new prisons are located in rural areas. 33 prisons, 38 camps, 16 community correctional facility. 1998~1999: growth of prison population was 109,170. Denmark + finland + norway + sweden = 14,066. Almost half of prison population is black. Rate of incarceration for black males: 6607/100,000. 1989: black males from 20~29 yrs old are under some form of penal control. Black boys born in 1991 have 29% of going to prison compare 16% for hispanic and 4% for whites. 2007: 13 million people were admitted to jails, ~80 million held in jails. 64% of jail prisoners suffer from serious mental illness. 10 million in jails for non-index offences. Criticism from left and right regarding sentencing practices. Structured sentencing: in all federal courts and in 1/3 of states.
