When we think of victims, we typically think of those who are victims of traditional crimes recorded by the police. Contingent and contested depends on where the knowledge comes from. The ideal victim is the one who is deserving of attention. According to christie, there are 6 attributes that are needed to receive status of victim : be weak female, young, old and sick, going about their business, blameless no precipitation, don"t know offender has to be a stranger. Sexual assault and ipv victims are excluded from this category. Has to be done by a person not a corporation: offender is uncontrovrsly bad, have the right balance of power, influence and sympathy no interest groups can be involved. Ex: prisoners would not be considered victims. Not what the victim should be, but they need to be in order to obtain status.
