Sexual assault and ipv victims are excluded from this category. Has to be done by a person not a corporation: offender is uncontrovrsly bad, have the right balance of power, influence and sympathy no interest groups can be involved. Ex: prisoners would not be considered victims. Not what the victim should be, but they need to be in order to obtain status.
