It"s a deal, if you give up your monopoly over the use of force, we get maximum liberty. Makes them illegitimate and unjust: accepting violence of the state, allows them to expose them. Example when the police were spraying them. Any black protestors were called gang members by the media. Abuse of power: states lack of legitimacy individuals representative of responsibility, when something bad happens, its blamed on the cops.
