Instead of finding rational responses they looked to the unknown. Catholic church took hold of this fear in order to explain deviance. Frame was based in the form of the government/church: church organized what was seen through the demonic perspective. Subsistence societies (look to survival: people were very dependant on one another in terms of food and products, agriculturally based, anything that was against that basis was seen as deviance. The demonic perspective: guilt public. Punishment couldn"t be applied without the determination of guilt. Had to be determined before the punishment was carried out: church administration.
