The aim of ghi is to encourage country-level capacity and ownership of the health efforts, this is done through the paris declaration on aid effectiveness or the global fund to fight aids or tuberculosis. This often involves the donor country organizing and driving the design and implementation of technical assistance programs without getting much input from the partner country organizations. Capacity building definition: a process or an action aimed at the development of one or more organizational components. Also a means to improve an organization"s ability to achieve its goals and mission or enhance its effectiveness. There needs to be a needs assessment and strategic planning before capacity building. The success of the change efforts depend on the organizations willingness to support and facilitate the process. To make it locally owned there are some requirements: Technical assistance should be carefully tailored, given the needs of the partner organization. Shouldn"t assume that past successes can be replicated under the same conditions.
