It"s when you"re actively searching for something: voluntarily driven/driven by consciousness/will-power, the environment is being driven by me, frontal eye field and supplementary eye field are active when you are voluntarily looking for someone into the crowd. Bottom up processing takes basic features of the world and assembles them into things that make sense: processing is reflexive/automatic movement of eyes toward object, eyes are being drawn to something. The basal ganglia and cerebellum are critically involved in movement and our successful navigation of the world: but they are often outside the hierarchy. You can damage these, but the hierarchal design may remain intact. Lowest levels are about sensorimotor programs: contracting certain muscles or moving slightly larger sets of muscles. To get any sort of movement you need to illicit the right patterns of these sensorimotor programs.
