POLI 375 Lecture 15: 15
Document Summary
Scientific expertise present early warning about environmental problems and provide guidance on what to do in order to ease or solve a problem. In order to enhance the effectiveness of international environmental policies, scientific expertise need to know the extent to which they are able to influence decision makers. Their goal is to stabilize ghg concentrations in the atmosphere at a level that would prevent dangerous anthropogenic interference with the climate system (108) 5 international regime : climate, ozone, north sea environmental, long range air pollution reduction, biodiversity. Output - the higher and stricter the rules, the more effective it is. Outcome - behavior change of the target group. Impact - concern whether the problem is solved by the regime. There must be a balance between the two. Autonomy is necessary for producing good science and involvement is essential for transforming science into policy relevant scientific expert input.
