They are not single cities, but at least two cities (one of the rich and one of the poor) who are at war with each other. Allies can be made within each of the sub cities: play on internal strife of enemies to weaken their combined force. They just city, if organized as described will be the greatest city. Unity of structure is involved in delimiting size (total population): can"t be small in size or great in reputation, can expand so long as it remains unified, but not beyond that. This is not an easy thing to do because it is hard to communicate with the mass with limited communication. Really, the primary goal of the guardian class is not to guard the city but to guard their education. Guardians are rigidly conservative: there must be no innovation in musical or physical training that goes against the established order.
