A city needs more than 3 people: there is no such thing as perfectly self-sufficient city, trade is necessary. Need for imports require: surplus for exports. Therefore more of each specialist to produce it: merchants. Therefore shipbuilders to build the ship for sailors. Marketplace for exchange: moneychangers and retailers. All of these people are needed simply to provide the basics of survival. There is, so far no account of any luxury, entertainment, education, etc.
