Principle of proportionality --> you are able to kill civilians as long as the tragedy of their death balances military advancement. -> it is the military who decides who is a legitimate target, based on technology. The development of drones also produce a new invention to the military frontier. Sovereign power: power directly embodied by the state. Sanctioned by the law and works through state organizations/state agencies.
