Harm reduction is aimed at reducing harm (ex. seatbelts, motorcycle/bicycle helmets) It doesn"t discourage reduction or ceasing drug use; abstinence is not part of its narrative. Ceasing or commitment to ceasing drugs is not a prerequisite to receive hr services. Hr at the heart of the master narrative: non-abstinence, hr and tax dollars, enabling, shaming, earned illness, tarnished identity, punishment + suffering, service first (addiction treatment later) Allows illicit drug use of many forms to occur within a supervised setting. Built on the idea that drug use occurs, independent of official permission, within a range of clinical institutional settings. Being an active user should not prohibit them from receiving services that they require. But this was only for clients of the center, no public access. Benefit of supervision by physician with expertise in prescribing+overseeing use of drugs. Most common version of this was with methadone.
