Learning results in changes in individual participants, groups of learners, organizational practices and procedures, or in communities or segments of society. Operational:outlines how program staff will improve the quality and quantity of program resources and other basic operation aspects of the program. More applicable to programs housed in formal education and training organizations or units, useful to those who conduct educational activities as part of their job responsibilities. Articulating program objectives: they are rational and thus impose a logical pattern on the educational program, are practical and concrete, are discriminating.
