Learn the values/norms, rationalizations and mo of traf cking. How to become a traf cker: 36% start at street level dealing - connections allow you to move up the ladder recruitment - in a form of business proposal, low risk, trust already established. Want to be part of the action. Ethnic ties to make connection to traf c and ties to prison. Retail level - limited/bounded rationality (seems rational to them, but from the outside it is clear that person didn"t consider all of the factors) Cautious, weigh the risk and reward, not nancially desperate, not users. Have solid connections - no one will inform on them if they treat their connections right (trust)
