Planning: organizing for the future in order to achieve certain objectives
Planning process: setting aims, developing policies, implementation plans and programs

Some planning may be conducted by the private sector (tourist resorts, leisure and
recreation sites), but ultimately approved by the government
Planning also leads to resistance which needs to be managed: different interests of
different stakeholders

developed
Terms of reference enable the achievement of desired results and outputs
Time bound: determine when plans and targets are to be completed
However, development can continue beyond the proposed date
Normally long-range national and regional planning are prepared for 15-20 years
10-year period may however be more reasonable
