The fourth lecture of the course focused on mega-projects and urban development. A mega project is defined as a costly scheme for the development of a contiguous area that may take several years to implement and includes a transformation of land uses. First, new entrepreneurialism has public private partnerships to fund urban developments, these partnerships are speculative in design and promote inter-urban competition. Urban governance is now attempting to bring business capital into the town and to create a good business climate. Urban entrepreneurialism contributes to growing wealth disparities as it encourages activities that raise property values and grow employment.
