Doing drugs, buying and selling are generally private affairs. No one to make complaint because everyone who is involved wants to be involved. Link between harm and need for regulation is not obvious or direct. Moralizing discourses is an exercise of moralization. That is good behaviour, that is bad. Husband sees prostitute and brings home aids to wife. Bad act + harm(specific and symbolic) = basis for moral regulation.
