Development produces conflict which can, however, be contained by proper policy measures: competing view. Says that conflict can bring development, used as tactic. Although, there are different levels and types of conflict. Two types of internal conflict: conflict against the state or civil war. Demand something from the state to achieve certain developmental needs. Terrorism, which is an extreme manifestation of conflict and reflects a certain degree of organisation of conflict. Carried out by relatively organized group of non-state actors and directed against the state: people-to-people conflict, or ethnic conflict. Get involved in a conflict with other people. Due to different cultures, ideologies, languages, needs etc. that make them engage with others. Localised land conflicts, religious and ethnic riots, homicides.
