Not all groups or people have the same political power. Regulate behaviour, different actions or approaches that need to be take. A tax that is implemented to astray people. Need to be careful before we engage in certain activities (make sure its safe) "where there are threats of serious or irreversible damage, lack of full scientific certainty shall not be used as a reason for postponing cost-effective measures to prevent environmental degradation"
