General function is to synthesis (making things), modification, transport of proteins; membrane synthesis. They are not hallowed they have fluid space called cisternae lumen. Rough er (rer) is continues with outer membrane of nuclear envelope. Its rough in appearance because it has ribosomes attached to it. The general function is heavily involved in synthesis of proteins, and modification to those proteins through the process of glycosylation (sticking sugars onto the proteins). Smooth er (ser) is often continues with rer, its smooth in appearance because it has no ribosomes. The general function is more about lipid production and modification of lipids. It can change its function depending on cell type. Stacks of flattened membranous sacs it has 2 surfaces which are cis golgi which is closer to the er nucleus and trans golgi which is closer to the plasma membrane. The function is shipping and receiving and does a little bit of modification (processing) to stuff along the way.
