Throne speech: given by the governor general to open something. Memorandum to cabinet: department of justice, bill sent to department of justice for drafting. Government decides timing of introduction and which house to introduce the bill (usually hoc) Second reading; debated: introduced in the hoc or senate, referral to committee, receive testimony from expert witnesses; interested parties, review bill clause-by-clause, committee votes on bill.
