Not a new type of policing, been around for a while. Use (19th & 20th century) corporations and factories. Prior to centralized state policing, private police were employed by the state for budding. Also used on trains, mining towns, etc typically for the interest of private property. Today there is widespread use of private policing - they outnumber public police. The rate of use in toronto is probably greatest in all of canada. Biggest growth started in 1960"s, steadily growing since then. Reason it started is that policing is a viable service and just like any service it can be. Police were beginning to be seen in service role. As a way of purchasing policing service elsewhere at a cheaper rate. Coincides with use of mass privatized space. Shopping mall - greater use of private policing (security guards) assume that public police can be in these private spaces all the time.
