Variety of definitions: different groups have different definitions, also a variety of opinion of what constitutes a gang. Board definition: a group of youths or young adults in your jurisdiction that you or other responsible persons in your agency or community are willing to identify or classify as a gang. Specific definition: ownership of a name, wearing of colours or other group symbols. Having a group identity: control of territory, communal criminal activity. A gang isn"t a gang unless there is crime going on. If you have a name, have colours, but you don"t commit crime you aren"t a gang: identifiable leadership. Leader had control and has ability to exercise control. Leadership = control: a number of members.
