Any group of people that have this is an organized system. What makes it crime and not an organized system: Legal status of method of achieving purpose: what they are doing is illegal. The purpose is not as clear in a ganged as compared to an organized crime. Flat\flap organization- different groups of people operating separately, so there is no way to destroy it or track it down.
