People who have been victims of crime, people making youtube videos to spread awareness, people who have had direct experience with the problem. People who are primary claims-makers are more reliable and more trusted by the public: secondary claims-makers: do not have direct contact with the issue. People like media reporters who arrive at the scene and report the issue. Secondary-claims makers find a primary claims-maker to put in front of the camera or to interview and get quotations to publish: hierarchy of claims-making, there is a hierarchy of effective to ineffective claims-makers. The top of the hierarchy includes people like scientists, police, and certain politicians. Typically people are targeted for a particular reason. (cid:862)thi(cid:374)k a(cid:271)out (cid:455)our (cid:272)hildre(cid:374)(cid:863) things like abduction, does not randomly happen. Abduction is pretty much always done by someone the individual knows: scope/size, establish problem as widespread, rhetoric use strong language to illustrate how big of a problem something is.
