People expect cases to go court then trial, especially with witnesses. 90% of cases are not dealt with trial. Make bargains ahead of time to reduce the caseload to avoid going to trial. If you are charged they often lay more than one charge so the prosecutor will make an exception to drop one to drop the other, creating a lesser sentence.
