By definition unemployment only refers to those who want to work but are unable to find a job (only includes people who are actively looking for employment not those who are not working or thought to be not working) Wasted people - work is a necessary function and a social function. Employed: worked for one hour, did not work but off sick etc. (not unemployed just did not work that way due to being sick) Unemployed: not working but has looked for work in the past four weeks. Students, people who cannot work because cannot afford daycare, people who have given up looking for work after being unsuccessful for so long. There is no such thing as a bad job . Two strategies to limit or control skilled labour= detailed division of labour, mechanization.
