Not wars of expansion or bu claiming control of territory on the basis of administrative facts on the ground. The dramatic change at independence was in the nature of sovereignty: jackson"s view. United nations" general assembly resolution 2621: states no longer had to earn sovereignty (through the establishment of a national government that could enforce its authority) but deserved it, simply on the basis of being decolonized.
