Muller writes: the creation of a peaceful regional order of nation-states has usually been the product of a violent process of ethnic separation. In areas where that separation has not yet occurred [muller could be referring to africa], politics is apt to remain ugly . Trying to keep multi-ethnic countries together is pointless because it is inevitable that it will break down or be violent. But after each ethnic group has its own state it becomes peaceful, thus violence can lead to peace.
