The treaty of versailles end of ww1. France wanted to make sure germany would not invade them again. Language and ethnicity as the basis for statehood. Woodrow wilson brought up the term of self determination. Europe became a much larger group of states after this drastically shifting the balance of power. Put a lot of small states between russia and germany which many said was bad and it was just a matter of time before things went south.
