Canada 1867 (cid:149) (cid:149) (cid:149: federalism works because it mediates french and english speaking populations. Spain 1978: different communities, french, and dutch. In all federations there is: a division of powers, equality one government can not take away powers from the other level without that governments consent. They do not necessarily have the same number of powers. Today, without power changes hands, provinces have a lot of power in things that weren"t considered large or important back in the day.
