President and wins: he had won, but was already facing powerful opponents: mubarak regime is still clearly embedded in the egyptian state. The military is not controlled by the elected power, but still run by the old president, because of high levels of corruption. The big idea: to have something in the constitution protecting the people from the military the military was able to try citizens in military courts. The power of the military needed to be limited.
