Were constantly interrupted and interfered by the janissary"s. Because they were trying to modernize the state to compete with the europeans and strengthen the declining empire. Done in defense or to try and stop the decline of the empire. End of conquests meant that less money to pay army and civil servants. Poorly regulated taxation system meant loss of money. Modernize the state to halt the fall of the empire. Don"t fall behind the europeans in development. Period of defensive development had two phases: tanzimat reforms. End with the promulgation of the constitution which limits the power of the sultan. Often called the period of liberal reform : 1878-1909.
