Organization-specific acts: most organizations created this way, establishes the primary organization and any associated boards and agencies. Ultimately would be reporting to this ministry: usually brief (2-3 pages) and broad mandate. Very broad and generic; give departments greater flexibility: minister shall preside over which he or she has the management and direction , typically appoint a dm who holds office during pleasure.
