Government has an excessive emphasis on process control rather than on achievement of results. Red tape to ensure that rules are honored. Governments have been notoriously slow to respond to new issues because inflexibilities in budgeting systems and staffing rules prevent existing organizations from moving into new areas. Management flexibility increase autonomy of officials responsible for the provision of services to the citizenry and to employ new structures or technology within the governmental setting.
