When they decided to have this congress, it was peaceful, it was a good example of conflict resolution. This might have been because africa was not that valuable at the time. Division of africa was created with almost no violence. Skyes-picot agreement 1916: middle east was divided up by a french diplomat and a british diplomat, these countries were not created in the same way that european states were created. Instead of being created by war, they were created by drawing lines . There have almost been no wars between african states: the boarders have not changed, if boarders are accepted, and boarders have not changed, then governments do not have to put money and effort into defending them.
