Document Summary

Human history is one of conflict: a lot of debates about if conflict is simply human nature or is it a learned characteristic, anarchists conflict is not a human characteristic. Thinks that humans without rules will be peaceful. Most political theorists don"t agree with this: security is one of the most fundamental issues within politics. States must be secure before they can do anything else. Security exists when there is a low probability of threat or damage to citizens, government, territory: conflict exists when there are disputes concerning areas. War takes place when groups resort to the use of armed hostilities: war/conflict are not interchangeable, war is often the outcome of insecurity and conflict but not the only outcome. Security can never be fully assured for any state: ex. Even though canada has a high level of security, it can never be fully protected from threats and be secure.
