Breeze is a metaphor for human understanding. The bugs (e. g. cicada) are limited by their own perspective. Zhuangzi uses flying to show perspective enlightenment. The dao is different for different people. One perspective creates another perspective, which in turn creates another perspective, etc . Each perspective contains a bit of the truth, Laozi is not pursuing anything to achieve something. Zhuangzi believes you need have multiple perspectives. Throw open to the light is a key term.
