He takes their further page 17. (last and lines cognitive power = understanding + desire = pleasure, judgement = understanding + reason. Recognize something given us pleasure then we desire it. There is no freedom in the natural world- everything has a cause, so everything"s is determined. Just in logic it makes it transition from understanding to reason.
