Document Summary

Government administration is shaped by state applications and their implementation. All governments must accredit power and control to bureaucratic officials, whose competence and incentives decide the journey from government decisions into policy outcomes (hollyer, 2009). The way governments select and appoint bureaucratic officials is closely associated with the performance of state bureaucracies and political processes (hollyer, 2009). In brief, patronage typically involves trading public officers for payments, either monetary or in-kind (hollyer, Governments and bureaucrats seemingly both benefit from patronage, but only if bureaucrats manage to exploit their offices for personal gain, requiring that they pay for their position (escartin, 2014). Given this, patronage practices tend to exclude qualified candidates from positions they are indeed qualified for because they cannot afford to pay their way in (escartin, 2014). On the other hand, merit-selection based on the merit principle selects applicants based on their administrative skill (escartin, 2014).
