Thinks of pre-political society as a state of men living together relatively peaceful without civil authority. You can revolt against your ruler only if he threatens you. Treat people how you want to be treated. Right to property could exist only after civil society is established. He would stop the protest to ensure safety and security. No point in protest if you have safety and security.
