All organizations registering animals are incorporated under this legislation. New breeds must form under the act. Ensures that when a breeder says this is breed such and such, there is a high probability that they are right. Certain level of quality in registering animals and that it will stand up under most legal dispute. No willy-nilly process of defining breed purity. No easy way to bride your way into registering animals. Population structure, so that it can be maintain as a breed.
