Only arabs could be in the army: is the umma going to be arab or islamic? . Believers are now going to be seen as muslim believers : stray from jews and christians. The provincial governors have a lot of local power. Financial problems (#7: ceasing of raiding/conquering territory = less revenue or plunder , soldiers then don"t get paid = political problems cause they"re mad. They made some changes and had an exchange of cultural tones and the opinions were somewhat changed. The umayyad khalif"s tried to make peace between tribes. Arab christians in syria became part of the umayyad government. Arabic became the language of the state: of religion, politics, science, and law.
