Thucydides is a writer and records a lot of this history: athenian democracy was built, and they feared the rise of a powerful man who might take over. It depended on no individual from getting too powerful. If their name was written too many times, they were kicked out of the city. It is ironic because as a city, they were too powerful as a city. Sparta sees that athens is growing unbelievably wealthy, with a strong military. They have lots of control of the cycladic islands, and their navy, and their wealth.
