Africa; canada is still at the very top. These substances such as carbon dioxide and fossil fuel burning, releases gases which goes into the atmosphere and as a result causing global warming. The atmosphere is a common resource because no one personally owns or controls them and is used for free by everyone. Because it is not owned or controlled by anyone, there is no reason for people to help conserve the atmosphere. This build up of carbon dioxide into the atmosphere affects most of the resources we relied on such as water, agriculture and biodiversity.
