Late 1800s: canada was rural, doctors were rare; mail ordered these medecines, drug stores in more populated areas, alcohol and tobacco were legal, have been legally regulated rather than criminalized. Federal alcohol prohibition during wwi- did(cid:374)"t last lo(cid:374)g, had lots of exceptions. Alcohol prohibited from aboriginals for a century. Could only drink legally if they gave up their status. Project to unite country and white settlement throughout land.
